Creating kind of maillists to mention multiple people with a single mention

Before we support creating custom groups (to enable custom group @ mentions, and also to provide a better way of categorizing users in the right hand member list bar), as a first step we should support the "@everyone" global @ mention tag https://github.com/status-im/status-desktop/issues/8479

Enabling custom group @ mentions will require some design work and more development, so let's add support for @everyone at mentions as a first step.
